F5 Vs T38 - The 1,275 F-5/T-38 aircraft in the global fleet have averaged more than 41 years of service. While these aircraft logically do not seem like the best candidates for an upgrade due to their age, countries such as Brazil, Honduras, Iran, Thailand and Tunisia have moved to upgrade them. At the same time, there are 575 aircraft in the fleet with an average service life of 30-40 years, which may also need modernization soon.
As of 2018, T-38 Talons have trained 72,000 USAF pilots. Many aircraft have survived up to 20,000 hours of supersonic flight at high degrees.

The USAF's 505 T-38s have an average age of over 51 years and are in their third service, with five T-38Cs awaiting retirement. Although the USAF plans to replace the T-38 with 350 T-X trainers, improvements will continue for some time. A replacement has not yet been chosen.

The US Air Force plans to use its T-38 trainers until at least 2029 and continues to fund the fleet to bridge the gap.
The U.S. Air Force has an $855 million contract with Boeing to support fleet avionics, cockpit displays and communications and control panels, as well as upgrade 37 aircrew training devices.
The Pacer Classic III life extension program appears to run until 2026, likely retiring at least some of the fleet by 2030. Combined with the money already invested in SLEP and how long the US military likes to keep the platforms operational, the 2030 lifespan is starting to look more realistic
The Navy's fleet of 44 adversary F-5s will be augmented by 21 aircraft with fourth-generation capabilities. The original 44 are scheduled to retire in 2025, although the retirement date is likely to be extended. With new fourth-generation options and additional inventory, budget costs are likely to increase.

Thailand, Indonesia, Bahrain, Taiwan and Botswana have all recently announced plans to phase out their aircraft in the near future. Malaysia will either retire its fleet or embark on an $8-12 million upgrade program that will include the SLEP's hull, new electronics and new weapons.
Iran is upgrading its F-5 fleet. And while Thailand has said it plans to retire its fleet by 2020, the cost of its current upgrade program suggests otherwise.
Switzerland is trying to stop the complete retirement of its F-5 fleet and may continue to operate part of the fleet after 2019. However, the fleet will be reduced to 26 aircraft from 35.
Despite the age of the world's fleet, it is declining relatively slowly, thanks in part to improvements that have extended the life of aircraft. Between 2019 and 2028, the global fleet will continue to see little activity.
